No, you can refer yourself. However, having an Enhanced Care Plan from your GP allows you to receive a Medicare rebate. 

The short answer is "Yes." 

This service is available for children, pensioners and Gold DVA card holders  with a chronic disease care plan.

You will get a refund as soon as the medicare claim goes through.
